How Do I Clean An RV Fresh Water Tank?

My tank is plastic, and has the beginnings of a mouldy flavor, although viewing it through the sides reveals no visible growth. It cannot be removed. I would like to try filling it with salt water and letting it sit for several hours before draining, and also adding a little bleach or ammonia to the salt water (I know those two cannot be added together), or any combination thereof.
Any ideas?

My kitchen is adjacent to my driveway and I have a sink clean out there(on the outside) can I empty my black water into that drain or is that not tied to the sewer system??
