I'd start at six months. Shorten that if the quality deteriorates or seems to flow slower. Yes, you should clean with bleach. Even though city water is chlorinated, your charcoal filter will remove most of this and the disinfecting properties it would normally provide. So stuff will grow if you don't attend to this. I do not have 'Culligan' but I would change my every 3-6 months. Also, as for the bleach/water solution 2x's a year.
